Why does she ignore me? Does she really not notice me there?

It's obvious she wants you to chase her which isn't necessarily a bad thing some girls really don't do the whole walking up to dudes and starting a conversation thing. So why are you lolly gaggin and not being straight forward like "What's up" take some control ask for her number or something cause doing the same dance obviously not working. Sound like you want her to chase you too and that's really not going to work.
